Most people don't. This thread is referencing a specific story element he introduced, though is really on JH Williams for its execution. However, Rucka has a clear favorite character archetype and he will gladly change characterization to make it fit (Kate was originally a lipstick lesbian until he was able to wrest full control over the character) plus uses it over and over again so a lot of his work feels repetitive on character beats. Specific to his work on Wonder Woman he comes off as not giving a single shit about Diana's wider mythos and history, and viewing his stories and changes as the true Wonder Woman canon - which is compounded by his additions to WW being fairly derivative and boring.
Rucka doesn't give a shit about Bette, and if DC didn't want to anger Rucka they wouldn't have fricked over Kathy, Renee, Cris, Sasha, Nyssa, etc.

All this shit about she's actually a superspy mindwiped until she was moronic is some Roy Thomas-tier unnecessary and convoluted baggage that overcomplicates the character for the sake of small world syndrome and to make her a bit player in someone else's background - whose canonicity is questionable at this point. "Bruce's cousin who became a superhero because she had a teenage infatuation with Robin" is a perfectly fine origin that doesn't require explaining the history of two other characters for setup and context.

Bette discovers Kathy's Batwoman persona but not her underlying Spyral affiliation, Kathy ropes in Bette to more effectively utilize her cover but leaving Bette in the dark so she's not a loose end. Everything proceeds as normal. Bette's post-Crisis history is twice as long as her pre-Crisis history anyways.
