Weirdly enough the DC animation guys are beholden to some stuff from DC editorial(back in STAS they couldn't have Kara be Clark's cousin)
I wouldn't be surprised that the reason we didn't get Cass was Didio sperging out over her, and likewise we got 3 Cass appearances in animation since he got fired.
That was because the President of DC was more involved in the publishing side of DC back then and could voice the concerns of publishing to the animation side. For example the Justice Guild was originally meant to be the JSA, but DC Presidet Paul Levitz (having being involved in writing the JSA) vetoed their idea. Same with Supergirl and also Green Lantern (Kyle) in STAS in that the President of DC could tell the animation people to do it this way or follow the directives of editorial.
It's just by the time Didio became the VP of editorial/publishing, they didn't have that power anymore since Levitz was gone and the President of DCE Diane Nelson didn't give a shit.
To give you a perspective of how important publishing and editorial was, Levitz besides being President of DC was also simultaneously the Publisher. Likewise his predecessor Jenette Kahn was both President and gave herself the title of Editor in Chief.
Publisher and editorial was the top division back then. It's only after the reorganization done after Levitz "left" and Dianel Nelson came in the late 2000s that published was demoted to being just another division of DC with Didiot and Lee being named co-publishers and VPs at DC.
Cass wouldn’t have fit the story they were trying to tell. Plus I don’t know if the show that forwent the usual Bat -Family and Joker is really cowardly.
good show but they spent way too much time with C tier villains.
They were good don't get me wrong but people are more interested in the main rouge gallery. I am sure they would start introducing those in the following seasons but it was too late.
Also katana needed a better costume.

I didn't care for the characterizations of Alfred and Bruce. They felt off from what I expected. The overuse of C-tier villains didn't help.
Imagine Professor Pyg's freest ever mainstream outing being on a goddamn kids show. At least Arkham Knight did him justice.
