Bill is REPEATEDLY his own undoing, a lot of people ITT are forgetting that one of the reasons Bill is a loser is his penchant for self-sabotage. It happens over and over, he's arguably worse than Peggy in this regard.
Bill is one of those people who was dealt a shitty hand and wound up developing a giant victim complex. I've known plenty of people like that. They're miserable but intentionally or subconsciously elf-sabotage, treat people around them badly, take advantage of their kindness, and so on until inevitably someone snaps at them because they prefer to wallow in misery and acting in ways that alienate people or piss them off allows them to feel justified in it.

The entire joke of this episode is that Bill returning to his Cajun royalty roots transforms him to the point that he's nearly unrecognizable. The audience is supposed to have exactly the same reaction as Hank, Bill, and Boomhauer, incredulous about how suave and cultured their fat bald loser friend suddenly becomes.
