its a very unique animation and vibe, that is mostly unassuming. Its also not cynic and ironic like most of the things nowadays, gotta admire that. And top tier voice over

The jokes about Cats isn't about Cats - it's that Steve has a melodramatic backstory that's just as silly as everything that's happened up to this point. The man was ejected from his planet for choking on Old Deut's lines. If you think the point was just to reference Cats by itself, you couldn't have written that.
Considering it's doing well on Youtube, programmatically all you need is 20% below average intelligence to get it. If it were any harder to "get" than that, Youtube wouldn't promote it.
