Not him, but it depends on which age Booster is in. By the time he gets through his post-52 run, it's less that he's ignorant and more that he's just generally hotheaded. He knows the rules, he's just likely to break them.

Well the JSA one disappeared after Flashpoint and The Black Beetle version appeared again recently in Blue & Gold but back in his Black Beetle guise
Sara Butters shouldn't even count, she was in like 3 or 4 issues total, we never found out anything about her and she didn't do anything
she's basically a living piece of concept art
