To be fair, from the start Ultron sounds more like a thing Tony would build rather than Hank. Even pre-MCU comics went that direction with the sentient armor arc.
I'm kinda thankful to the MCU for finally distancing Hank from the meme failures that turned him into a joke in the comics, Ultron and slapping his wife.

Ultron works for Hank because he's all about the weirder sciences. Tony had his own killer robot, The Technovore, but he technically didn't make it.
