It's funny to consider that the premise of the show was always actually "happy young girl rehabilitates a shy, depressed middle aged man who lost the will to live."
People already reuse those plastic bags for other purposes (lining small trashcans, pick up dog poop, etc) but will now instead have to buy other bags for those purposes, some of the replacement options are ultimately no better for the environment, etc. Basically you need to work toward finding better meaningful alternatives before a general plastic bag ban can be truly effective
Aimlessly floating through life, doing the bare minimum to get by, making no meaningful, positive connections with people, literally just a background character who has reached a point where he is only acknowledged when he fricks up. Sounds like a ghost to me. They did do a good job of setting him up, because beyond looking like Scratch, up until the very end he was just another random, forgettable, one-note-gag background character
