It tries to take itself super seriously and be a crime thriller with commentary about mass surveillance and the war on terror, but then it has scenes with cartoon level logic like OP’s post. How did Joker manage to plant dozens of explosives throughout the hospital without getting caught? How did nobody discover the explosives? How was Joker able to casually walk away without being arrested? The plane scene represents the Nolan trilogy perfectly, a serious plane hijacking action scene that’s also comedy gold because it’s written so badly.
