It's an excuse to do crazy fight scenes you can't otherwise do (or handwave into having) with other villains, because they each play to the other's strengths/weaknesses in maximal ways.
The others I can get, even if they're bad ideas. Agatha gives you a campy villain, which is just a fun archetype to run through a throwaway story. Even Madame Web lets you do precognition plots and shit. But Echo *only* exists to do crazy Daredevil fights; she's not a strong enough (or interesting enough) character to carry her own story.

She was more affected by Merry and Pippin finding the courage to jump on the troll in Moria to protect/avenge their friend than Legolas jumping on its back to shoot it. The former is a dramatic and emotional moment but the latter is just action spectacle.
