Not sure who the yellow hand is, The Vision and Reverse Flash are the only ones with yellow gloves I can think of and there's not enough detail to tell.
What am I missing? I can't even think of any other character who wears black with white gloves, and all the other characters except yellow glove guy are well-known.

Point, Doctor Fate would make sense as someone Todd drew back in the day, Vision might make sense as a character who really suffered in years after his creators had left Marvel, the details aren't right for Cyclops, and Reverse Flash wasn't really big enough in the early 90s to make it into an image like this, and would likely have the same wrist design as Flash.
