The suicide squad is inarguably one of the better DCEU movies ever made. It didn't flop because of anything you've said, it flopped because of its dumbass title and it releasing during peak covid.

No it was never campy, a feeling of shame and embarrassment permeates every scene, Flag is the only actual genuine character and he's there only for exaggerated caricature parodies like Peacemaker to have something to play off of
When Aquaman has Topo the octopus play drums at the duel in the ring of fire, it doesn't stop to show several characters surprised and ashamed and roll their eyes at such a "silly wacky idea in such a serious grounded world" like Gunn would, it just plays it straight and presents it as an accepted part of Atlantis' culture, Gunn is incapable of being genuine and straightforward like that because he, by his own admission, thinks comics are stupid and silly and ridiculous
