Resurrecting Steve caused the body of Hydra Steve to come back as well, since they are the same person, the Krakoa soul cloner got confused and brought them both back.
Due to this, Hydra Steve believes himself to be a mutant with the ability to defy the future, though still loyal to his Hydra programming, Hydra Steve goes about planting himself as Captain Krakoa to sew chaos among the mutants, using them to further his own agenda.
Seems a bit of a stretch given that Stasis had him in a pod in his lab. SInce Selene is the one who killed him in the first place, she may have just helped bring him back after she joined with Orchis.

Stevil was never shown to have died, he just got his flesh melted by Selene. So he probably survived, crippled and disfigured.
They already showed Orchis had to heal whomever CapKrak is in a big machine, so Stevil is an obvious choice.
As for why act as Captain Krakoa for Orchis? Aside from his debt to Orchis, Orchis being part Hydra, and his Hydra ideology likely making him hate mutants by default, he's got a grudge against Krakoa because of Selene not just doing that to him, but getting away with it with no repercussions.
And thematically, pitting him against Captain America (and Deadpool, who also has a grudge against him) is fitting.
Honestly I don't care considering how fricking moronic they wrote the mutants in issue 2. How the frick do you make a reasonably fun and diverse Avengers cast and then kick out the leader literally two issues in for no fricking reason? I'm actually worked into a shoot as a Captain America and a Rogue fan. What in the Goddamn is their major malfunction? Are all comic writers for the big two legit moronic now?
It's drama that doesn't seem logical from a character standpoint is more the thing that gets me. They're having an arc that could reasonably happen like 10 issues in and pushing it to the drama happening literally the first fricking raid we as readers witness. It just makes the other characters come across as too stupid for their established lore, rather than emotion dictating logic after a plethora of frick ups or mounting tension, if that makes sense
>Duggan's always been a poor writer.
Not always, Deadpool was great for a good while, and Punisher Kill Krew and Savage Avengers were also great. He's only shit when he doesn't have Posehn tard wrangling or he writes anything other than hyper masculine and violent romps

What?
The mutants tried to kick cap off the team because captain. Krajoa is thought to be a mutant and if he kills captain America literally everyone would join orchis
Dead. For real this time, his soul went to the afterlife and everything.
But they're bringing him (or his powers) back in DIVERSITEAM form. A book was announced where a bunch of people got his powers and they'll start going insane gradually.
>Duggan's
Why does that name remind me of Deadpool?
Because Duggan and Posehn wrote the best Deadpool run since Cable and Deadpool, and once Posehn left, Duggan kept writing Deadpool on his own (both in his book and in things like Uncanny Avengers) for many years, and it was alright. Better than any of the Deadpool runs after him.

Something I've been meaning to ask for a while has Deadpool had any real ongoing since despise Deadpool ending ? I mean besides the crossover was still going on with Spider-Man?
I don't know exactly what you mean "since Deadpool ending".
The Spidey crossover book ended years ago, and there have been a bunch of unremarkable Deadpool runs since Duggan's ended. The latest was by Alyssa Wong and it just ended after like 10 issues or so? The previous one by Kellie Thompson also ended at 10.
You can blame the status quo changes relating to the X-Men (Thompson's run ending around the time DP joined X-Force, Wong's ending shortly after Fall of X started), but they just weren't very good and sold poorly.
I mean this comic book what I said the despise Deadpool.

And I got two volumes of King Deadpool and some limited series but has he had no actual ongoing besides King Deadpool since the end of Despicable Deadpool Vol. 3: The Marvel Universe Kills Deadpool?
King Deadpool is just the collected form of Kellie Thompson's run, which was an ongoing but got cancelled at 10 issues.

DP has no book right now, other than being in Uncanny Avengers.
No one people care about
But what if it's somebody important?
If it were someone important, the solicits would inevitably spoil their identity
Could it be Cyclops brother?
Nah, he's simping for Maddie in Dark X-men. Unless you mean Vulcan, in which case he got his ass kicked by Storm.
Captain Hydra?
Quicksilver has bigger breasts than Rogue
Evil Cap duh!!
William Burnside?
It's obviously Captain Hydra.
straight iceman
Blonde hair? I'm going to say Adam-X.
Did Andrea had steamy hot sex with him in the past? because the list was reduced to the people she had sex with.
It’s cypher
This would be the first interesting thing to happen to him in his life
Me.
Is Psylocke still in her Bong body, or have they undone that yet?
Kwannon is in her own body and Betsy has stolen Captain Britain from Brian
Hello saturnine, Merlin stole your citadel.
>Simping for Betsy
Your momm-owait, Blob is already on the team
skrull hank pym
The Secret Empire reference in Issue #1 makes it obvious it's HydraCap
Why would he be doing bad stuff as CAPTAIN KRAKOA ?
Because Stevil is fricking moronic

Deadpool calls them moronic right after it happens. It's just drama.

It's a five issue mini and Duggan's always been a poor writer.
