it was a "spy film" and that triggers autists.
It was a bizarre non-story that devolved into a sequence of flashing lights and sounds. Basically the kind of thing that Illumination would put out.

Overall its a fine movie.

Using question marks and calling it "based" is not defending the quality of the movie.
It's obviously not the worst thing ever made but people expected a lot better from Pixar at the time. It has no heart to it whatsoever, it is throwaway slop. Again, flashing lights and sounds, that's about it. Cars and Cars 3 at least had an emotional core to them.

It was about a hotshot celebrity racer who gets stuck in a dying small town and learns to be humble. The actual racing was only a small portion of it.

Cars
While the original Cars was not a bad movie, it was very much a "we want to pump out merchandise and turn this into a franchise" movie. They saw the merchandising profitability of Toy Story and decided to do that but for cars. So Cars 2 was basically an inevitability to maintain the relevancy of the brand.
The mistake they made was putting out a bizarre spy-parody side story with Mater instead of a more conventional follow-up with McQueen. That just enabled critics to double down about the franchise being a cynical cashgrab, and not real storytelling.
They did at least course correct with Cars 3, a much more conventional but far better told story. But by then it was too late.
Cars 2 is a Spy Spoof. Akin to how the first was a send up to Doc Hollywood Cars 2 is The Man Who Knew Too Little.
Cars is pretty badass. The team making the movies know a lot about famous cars.
Cars 2 was literally the point where I said “I’m too old for Pixar movies”. It was such fricking diarrhea garbage ass that even kid me was fricking insulted by it, and I liked the first one. Frick this movie to death.
They would end up in the position they're in now much faster.
