.28 caliber doesn't exist. There's a cartridge named ".28 Nosler", but A) it wasn't released until 2015, B) it's a big game rifle cartridge, not a pistol cartridge, and C) it's actually .284 caliber. To give a little bit of credit, if we're supposed to imagine that the gun used in that scene is a shoddy imported concealable pistol, then ".28 caliber" works fine as a fictionalized equivalent of .25 ACP.
