The annoyance with Spongebobs popularity has to do with the Spongebob Standard that is unfairly placed on new shows since the mid 2000s.
Never had the patience for it because like most Nickelodeon shows, it's just so ugly and there's all the yelling on it.

I feel like there was a real generational divide on Teen Titans Go where it was really popular among kids but people who grew up with the original Teen Titans hated it.
There was also a generational divide on Teen Titans 03 where those who were young when it premiered loved it but those who knew the comics hated it, but this has been memory holed
I grew up with the 03 show, and still enjoyed what I saw of TTG as an adult, I guess I understand wanting one thing and getting another, but TTG is just so obviously a different type of show, its hard for me to even compare them
Because Walter Lantz cartoons weren't endlessly shown like Looney Tunes and Popeye, kids went decades without watching them. For a lot of younger people, they know Woody Woodpecker as a laugh and a Seinfeld reference.
As a millennial (92), I remember watching some Woody Woodpecker on VHS and TV, though I held no firm opinion on it. Popeye on the other hand was my jam, and Mighty Mouse for some reason.

Shame too fosters is a fun show. But you can see it hasn’t reached the meme heights of like Phineas and Ferb or FOP or Jimmy neutron let alone Simpsons, Family Guy, ATLA or SpongeBob tier. Which is weird for a show that was apparently widely liked at one point

Scooby Doo is pretty bad. It's basically The Hardy Boys/Nancy Drew in cartoon form. Which is to say, it's pretending to be a mystery but is really just a bunch of idiots wandering around until they stumble upon a solution.

To be honest being a toy commercial doesn’t really mean anything, a lot of Merry Melodies were just WB pushing a star or record they had and Willy Wonka and the Chocolate Factory was made purely so Quaker could market a line of chocolate bars. Being a shill product doesn’t mean anyone creative involved has to just tune out and not give a shit.
In fact, you can argue that it being a toy commercial sometimes gives people even more freedom since most executives wouldn't give less of a shit about quality, and as long as it doesn't hurt the brand you can do whatever, like with Real Ghostbusters or Beast Wars

As for the other OP question, I think a rugrats reboot aimed for gen alpha was a bad move since these days there are tiny cameras and helicopter parents everywhere these days. So these kids having free rein must be an alien feeling
Now if the reboot was about the Rugrats (mid millennials) being actually all grown up with their own kids dealing with their elderly boomer parents not knowing any better would make way more sense.

I always assumed gen x just liked all cartoons from their time and before but hate everything after their time because thats exactly how my dad is. Seeing him throw a shit fit at thunder cats roar was pretty funny though.

I felt after a while like I was only watching Looney Tunes because I was supposed to as a kid; action and narrative based cartoons were way more interesting to me and then-modern comedy shows felt funnier and less reliant on "lol ANVIL!" comedy. I'll give those theatrical shorts the usual respect for the quality of animation, but I have no interest in watching most of them.
Late millennial/zillennial here (1994) my similar aged family, friends, coworkers, classmates and I grew up with the theatrical shorts on CN and space jam. Getting a taz valentine in class was seen as the coolest shit in the day
