Rondo of blood doesn't show him starting off weak and getting stronger, he's consistently that skilled.
Where the frick does it say that he had the least experience, because if that was true Death attacking him at the start of the game would have ended with him dying, you troglodyte.

The whole point of his character is that unlike Simon and Trevor, who were raised to hunt monsters by a medieval warrior clan, Richter is a teenager who lived in a time of relative peace.
