Do you really think that just because the idea was first floated around the election, it remains election motivated no matter how much times passes or how much the details of the character are reworked and changed in the meantime?
If 10 years had passed before they finally released the first issue with Miles Morales in it, would it still in your mind been 'to commemorate the election of the first black president'?
