"Not incorrect" isn't a double negative, because if you flipped to to the positive to say, "It's correct to use double negatives to mean a positive," then it gives your statement an implication you didn't mean. You weren't insinuating that it was correct to use a double negative, you're saying that there isn't much fault in it. Two different things.
A real double negative is something that's just redundant, where flipping both negative words into a single positive one would retain the original meaning and is thus just creating useless words to confuse the reader.
