The '80s were rife with cartoon villains. Gargamel, Dr. Claw, Mumm-Ra, Krang, Shredder and various original Disney villains were all part of that time.
I mean Megatron is the most threatening. However Cobra Commander is both the most sympathetic and the most interesting to watch.
Skeletor's the goofiest. That is undisputed.
Outside of conquering the world, Cobra Commander actually got a lot done in terms of building his criminal organization
I think probably the funniest thing about cobra commander is that, outside of the specific interaction with the hero characters, he is really quite competent. Like just as an actual commander of a militarized group he seems to do a pretty good job, like seemingly a better job than other guys like megatron, a lot more like Hordak from the newer she-ra, where he seems to actually be involved in leadership and decision-making rather than just being a yelling man who shoot gun
The guy went from being a used car salesman to a global threat, organizing a criminal network and has a steady supply of supporters too.

thats really just the 80s for you, cartoons really had to sand off most of what COBRA was capable of
the original tie-in comics by marvel, done by larry hama, were much more violent with people getting shot and killed on the pages
and it felt much more like an action-thriller, with a shadow war fought between an insidious terrorist organization that is wrapped around the world and an elite task force sent to stop them
as goofy as it ended up becoming, GI joe formula has stood the test of time
overwatch and rainbow 6 siege both used the "paramilitary group composed of a wide assortment of people with incredibly niche talents and equipment"
Don't forget when he was Ol' Snake and actually fricked over the Autobots
Cobra is so fricking cool. I wish I wouldve known where to watch GI Joe when I was a kid.
Cobra Commander is the hottest but only if he keeps the mask on

I didn't like that they made him crazy.
They should've written it that he's simply so certain of his power, he no longer has patience or restraint for anything. He cant fathom simply not taking everything he wants by force.
