Technically Confinement isn't under the Creative Commons License as far as I know, unless Bung explicitly stated it was. Making a original character for a animation in the SCP doesn't make it SCP and thus CC-BY-SA like the rest of the SCP universe. I doubt Bung will come back to do anything about it though.

The AI voice make it sound like dogshit, except Conner sounds okay but that woman at the end is just pure shit. It's close to the same animation level but the writing is also lacking. Over all I don't really care for it, but wish the animator the best although I'd prefer if he pivoted to something original instead.

It is. If you use any of the concepts there then the piece of work featuring it is automatically Creative Commons so long as you credit. Connor was deliberately designed to be a D-Class, a concept already released under Creative Commons. If he created Connor before the series then he has a stronger claim over him but this is not the case.

A creator must opt in to Creative Commons, it doesn't automatically happen. Just because he made Connor a D-Class, doesn't make him a CC-BY-SA, only the "D-Class" classification is because it was already CC-BY-SA. I doubt he will do anything about it, but Dung still owns the character unless he explicitly said Connor was in the CC.
I thought he said in a stream he permitted people using Connor for stuff. He only preferred people not to write an actual SCP article on Connor while acknowledging he could not necessarily stop it.

And I dont think Confinement would be as popular if it was released now compared to when it actually came out
