Its sad, the concept of Hazbin Hotel interests me, but if all the Hell and Heaven is window dressing that sounds awful.
If you make a show about sinners seeking redemption and you try and say its genuine, it being mostly a dirty comedy feels off. I almost wish someone would ape HH's story and make it more serious and dramatic.

Hazbin Hotel has a different tone than HB, and there's significantly less gay sex jokes than HB (surprisingly). The redemption concept in that show is played straight

Heaven is relatively hands off, and all the angels are dicks who think both humans and demons are inferior to them. They don't care if some low level demons kill a few humans, they almost certainly don't even notice.
Which makes the whole point of repentance and redemption pointless. If Heaven is evil then theres nothing to redeem yourself too. And if there is no God there is no one to repent too.
Heaven isn't evil, the extermination angels are just buttholes. And being redeemed and going to heaven means not being trapped in hell getting force-fed your own shit for eternity. Heaven isn't perfect but it's objectively better than hell.

Most characters do have jobs or some kind of vocation to keep them busy. There are shops and businesses and clubs and stuff so it does function somewhat like normal society, just with cartoonish levels of violence and depravity.
So just shitsville. If Hell had a 9 to 5 of eternal torture Charlie would get more than 2 fricking clients.
Did you miss the entire premise of the show? Hell is so overcrowded that once a year the angels come down and kill as many souls as possible. Most of the demon characters are happy enough in Hell but they're at constant risk of getting purged. Siphoning off sinners into heaven is the only way to stop the exterminations.
Considering most of the sinners deserve it, or are unrepentant, or are repentant but will continue to sin, im thinking heaven is in the right here.

Only at first. The second time is forcing it. There's often good reason for yelling in cartoons, when you can get locked inside a giant robot and the kid brother pushes the self destruct button Just Because.
And then there's Waffles, so no, no yelling.
And swearing was never funny, or needed. Cartoon writers have a brain, and need to use it to write something entertaining. Sometimes the avoiding swearing can be the amusing part. Like that time on South Park when they used that old vaudeville song for Wendy Testaburger to sing.
