Goku's powers are all Ki based so he has to actively concentrate to maintain them, He's much more vulnerable to surprise attacks when not powered up for battle.
Not that DBZ's powerlevels make any actual sense, but there is some logic to how it's written.
It doesn't require concentration, that would mean he'd lose all strength and resistance after one effective blow to the head and just be instantly killed by the next hit. He just suppresses his ki when he's not fighting, which is a skill that has to be learned.
If they worked together tactically they could take them all out one by one if they started with Batman.
But that would require much more careful planning than anyone in that group is known for.
