Sure, but there's a bunch of obstacles. The voice actor for Batman died, and the guy whose whole job was to come up with good versions of the characters (Dini or something) also died. Also for some reason no western company wants to make female characters erotic anymore when Catwoman and Harley being foxy slunts was like half the appeal.

Roger Craig Smith did Batman in Origins and he did a pretty solid job, so it'd make even more sense to just do direct follow up to Arkham Origins.

It's going to be at least 5 years before we even hear about what Rocksteady is doing after they shove that Suicide Squad game out to die. I just hope WB realizes they fricked up telling Rocksteady to make a live service game instead of screwing the studio over but I can see a lot of layoffs happening next year.

Individually parts of City were fine, I guarantee the finished progress was as disjointed as it was because the devs wanted the game to have specific story beats for the bosses they wanted and thus forced him to write around that.
Arkham City wasn't perfect but at least it didn't actively piss me off like Origins or Knight. Also the ending was kino
