She made sporadic appearances in the usual villain crowd scenes, but most recently she was in some Future State stories written by Williamson, which is probably why he's using her in this book too.

Isn't White Rabbit the alter ego of some brown woman who transforms into a white prostitute for some reason? I remember that being the case at the start of the new 52, they were doing some bodyswap thing like Johnny Bates and Kid Miracleman
It's not exactly a transformation thing, from what I remember, she stays the way she is, and the White Rabbit is more like a duplicate of herself that somehow comes out of her.
I don't think it was ever explained.

I’m fairness, most of the non-Bruce Batman books haven’t been doing good. Even Batgirls and Tim Drake Robin were cancelled. The only real successful one is Nightwing.
This book is only happening because of synergy because James Gunn announced Damian Wayne to be in Brave and the Bold.
