Cruise is one of the very few actors left who can draw people to a movie because of who he is, not because of who he is playing. It is almost the complete reverse of the situation for actors in the MCU.
Cruise doesn't need to play along with franchise, franchises need to play along with him. This is old school Hollywood Star Power, something that is almost extinct.
