He wouldn't be rehabilitated, because he's already been rehabilitated. He wouldn't receive karmic judgment, because the man you are punishing is effectively an innocent.
Now I want you to imagine that instead of losing both his memories and his desire to kill, he only lost his memories. I think that most people would argue that in this case, punishing him would be fair, because he is still the same man deep down, just without his memories. Whether he has his memories or not, he's going to commit bad acts in the future, so incarcerating and/or rehabilitating him is in everyone's best interest.
Now, imagine that he ONLY lost his desire to kill, and not his memories. Well, if the memories weren't the deciding factor in whether he should be punished, then surely it should be this latter factor, right? The memories were superfluous all along. Now, this only works if he actually accepts it in his heart. He may lie to a priest, but he can't lie to God, because God is in his heart, his very soul. If Dahmer was sincere in his heart about being a changed man, then what sense is there in punishing him for the actions of a man who was not the same as the one who stands before God now? What's said to other men is inconsequential, the only thing that matters is the absolute truth of what God sees in the heart.
