It's about actor's contracts. Like with movies they'll usually sign for a certain number of seasons, with pay usually scaling per season.

Union lawyers. Studios can get away with skirting the boundaries, especially in a case like this where the show was originally pitched as a single 18 episode season, and they're technically not breaking contract.

They then edited those nine filmed episodes down to just si, and wrote a brand new pilot and a new two part finale. That's a total of nine episodes for the first half of the series, with nine episodes still to come for the second half.
