I've seen both movies back to back and beyond concept and visual homages, I still find Joker more similar to Network than KoC, except the third act. But even then the whole revolution plot happens and goes in a different route, which IMO I liked more. But to each their own. Yeah, you could say the theme about the relation between comedy and tragedy is similar, but it's also in Modern Times, which is a big influence in Joker too. In fact, the whole suit "reference" is not meant to be for Rupert bur Chaplin. The scene where Arthur watches him dancing is where he gets the idea for his suit.
