          Good question. It's very unclear. The most important thing is that there are now characters called Beasts who are sort of metaphysically twisted love-powered cancers upon human history itself, that at full potential can destroy humanity on a cosmic scale. Emphasis on "at full potential" given most of the time in FGO you try to kill or dissuade them before they reach that stage.

          Beasts are explicitly NOT the most powerful characters out there given it is known that there are higher dimension entities capable of intimidating some. But they do greatly raise the threshold of what Fate is capable of. However, the planet Earth/humanity is extremely important for nebulous reasons to the extent there's a potential timeline in which something happened there that changed reality across the universe and let everyone essentially become Servants/mass produced Servants.

          Right now, /as far as we know/ an entity known as the Alien Planet is the first bonafide threat to the universe. It is basically a magitech voodoo doll of the planet's soul that is therefore metaphysically a planet unto itself, and it is apparently doing the basic magecraft Flash Air at such an absurd level it is replacing Earth's surface with it's own bleached one, recompiling and manifesting what-if timelines where things like the Olympians in their original giant robot bodies capable of shooting through the planet (don't ask) or a theoretical murder of Arjuna and the entire Hindu pantheon (really don't ask) or a fairy-ruled Britain containing a planet-engulfing insect with a bottomless hole for a stomach that is some kind of cosmic embodiment of holes (please there are no good answers) exist.

            They’re important in the sense that Earth’s timeline shit covers the solar system in scope currently so timelines where earth gets destroyed or humans dies are ‘discarded’ (read: they’re ignored and the planet pretends they don’t exist).           It created an entity and literal clown that was initially mistaken for the 7th Beast by using an eldritch tree even high-end regular Servants struggle to destroy to accumulate enough cosmic rays as the first successful Beast accumulated in a 3000 year old plan-and that was a MISTAKE on it's part. Said entity would later go on to fight ORT, and although unable to fully kill it before "Archetype ORT" jumped in to help was outputting as much spiritual energy as a star towards the end while amplifying Excalibur enough to destroy it's physical form. Yes, Fate has reached the point where the infamous ultimate boss of Tsukihime has not only been slain, but waifued.

          All of this and yet we still don't know how the Alien Planet is actually managing to threaten the universe admittedly. All we know is that the person who built it, one Marisbilly Animusphere, loves humanity deeply (a trait also attributed to Beasts) and his family magecraft is somehow older than the Age of the Gods (there is an Age of Genesis now too). Another guy using it during the conditions of the Age of the Gods was going to turn every human into a deity (specifically a Divine Spirit in Fate parlance).

          I should append that assessment with the Alien Planet is seemingly the most powerful "serious, main plot" character. Fate/Extra has already established the Buddha operates on a cosmic scale, and Last Encore that one of his Noble Phantasms can be used to hijack the Moon Cell-a clarktech magitech alien moon computer capable of wiping out vast swathes of human history. The Abrahamic God is another similar mystery and apparent breaking of the setting's usual powerscale, since he was the one that empowered Solomon into creating Goetia-one of the Beasts-and also provided the means for him to be destroyed in advance.

Though that hardly makes them beyond what the average person can deal with given Nasu already said Gilgamesh would beat Arc and Gae Bolg would kill her, while another ultimate one ORT was getting his ass beat by sending fodder servants at him in Wave tactics (in LB7 you canonically just throw low level servants at him and cause chip damage).

              Considering Tiamat is the mother of the Mesopotamian pantheon and Enkidu was created by the Mesopotamian pantheon, I'd argue on the balance of probabilities it's more like she could have created an army of Enkidus if she put her mind to it than she couldn't.

              Did YOU play through Babylonia? That was Tiamat at her weakest and most desperate, after whittling down all her levels of immortality. Never, ever forget it's always been canon that Enkidu legitimately stalemated Gi and that the best Kingu (an Enkidu supercharged with a Holy Grail for a heart) could do was tie Tiamat down briefly.

                I don’t see the logic here? She doesn’t need to make her Lahmu on Enkidu tier individually because of the utterly absurd amount of them she makes [100,000,000] in a very short timeframe.
                The closest thing to that level she made were her 11 Bel Lahmu that were kicking Ishtar, Ernest, Merlin’s and Mashu’s assess but they got removed pretty easily in the anime adaptation by a GoB attack.

                No, her dragon form is quite explicitly her strongest form that can only be hurt by EX rank attacks, the form that turns her into the a full God with the highest physical strength and magical output of 7 holy grails. Hence why they tried to weaken her and applied the concept of death onto her. But even then, that form was stronger than all of her previous forms.

          Also frankly I doubt if Ultimate Ones are the be-all end-all anymore when Kukulkan recognised Kiara as a larval "star eater" that should be destroyed ASAP, and I've yet to see any Ultimate One-ORT included-seem as threatening as the Insect of the Abyss or Chaos.
