You’re referring to PQ yeah? Akechi is doing a team attack with Naoto there, he isn’t trying to stop or catch the bullet but strike at the same time. It isn’t representative of his high end speed it shows he can casually catch up to bullets.
Giorno gets outstated without wanking Persona and GER hax arguably wouldn’t even work on Joker. You would need to colossally lowball Joker to get him to bullet level. Persona wank gets ridiculous but you can get FTL+ Joker without any wank at all.
Really the whole MU boils down to whether you think Joker’s anti hax feats means GER is not a wincon. If you do, Joker wins. If you don’t, Giorno wins. It’s the main reason I have grown to dislike the mu. It isn’t some sort of fun back and forth on power sets or a fight with a ton of animation potential. It’s just a fight determined by whether GER is a wincon or it isn’t. You can argue semantics that it wouldn’t work against Joker due to Yaldy, Maruki, and EMMA warping reality in a different way and fate/truth doesn’t equal reality warping. You can also argue that it’s just semantics and what GER does is reality warping just as easily. It’s so boring to have the mu just come down to how far you believe GER can go in the mu.
It also doesn’t help GER is a poorly explained last minute wincon. Even in the guidebooks it’s not definitive enough on its limits due to the scope of Vento Aureo’s story. Stand stats are hard to use since they are very often wrong, so scaling GER gets messy as well. Did GER’s hax let Giorno survive MIH’s reset? We can’t say for sure with the official sources we have. It’s so hard to say what GER’s ceiling is. You turn it into a NLF or you can say it isn’t. Non canon supplementary material doesn’t help. Jorge Joestar supports the former, Eyes of Heaven supports the latter.
I don’t even like this mu much anymore because it always ends up with a bunch of JoJogays arguing in poor faith about Giorno and a bunch of Personagays arguing in bad faith about Joker. Joker isn’t some outerversal character, GER doesn’t solo fiction. Both sides make the stupidest arguments trying to make the mu a stomp in their favor.

I think the fight hinges on if adachi and kira fight h2h before trying to go for range. If adachi gets in once on a vulnerable kira, he risks his persona being blown up giving kira the perfect opportunity to kill him. And considering adachi won't know kira's special ability, it's very much a possibility that should be considered.
All depends on how Persona are treated too. In the 4 Anime they're treated as being able to take damage and that damage is reflected onto the Human.
In Arena/Ultimax, they are separate but can be destroyed temporarily by any attack.
In 4, attacking a Persona isn't an option.
I'd think in most cases, Adachi bags Kira without much of a fight.

The common question I imagine comes into play is if Adachi will ever let Kira that close to him. Adachi has no reason to assume anything Kira throws at him ISN'T an attack, so I don't know if pebbles and coins turned to bombs is enough either.
I should've also mentioned the fight hinges on location. Technically, Adachi can't really use his Persona well in the real world bar a special event. It would always give Kira the win if they fought outside the T.V World.
However, how would Kira arrive in the T.V world if it wasn't through Adachi pushing him there? That would require close contact and some sort of stealth on Adachi's part.
If Adachi and Kira DO fight in the T.V World or another, we should probably assume they haven't yet had contact to make it fair. Also to make it fair, maybe we should say Adachi can't just leave the T.V World to let Kira get possibly killed by Shadows, or maybe even obtain his own Persona lol.

1) Really cool, very fun, but even composited Ryu shouldn't scale to the higher tiers of the Marvel crossovers since MvC is on a different Marvel earth, and without that I don't really think he stands much of a chance against Ryu unless you scale him directly to Asura and even then probably not.

Overall some pretty out of the box ideas here, most of them make sense, very few head scratchers. I love the focus on FGC characters cause DB has really fallen off on including them, which is sad. It’s reasonable to scale Joker higher than Giorno even without SMT tier wank stat wise. Most JoJogays tend to agree there. Since the personas you fight as shadows are in the collective unconscious, they scale to the mythological beings they are based on arguably. Even without that, you can durability scale him to Yaldabaoth who is multiversal. The only argument Giorno has on stats is if you take the stand stat graphs as gospel. Considering how wonky and inconsistent they are, I doubt DB would use them.

Now, which personas you give Joker is up in the air. You could just do ones he canonically uses in the anime/manga or you can say any persona he can beat in a palace or mementos is fair game.
Feats > statements. If joker uses Thor, he doesn't get the same esoteric scaling or special hax as the one in mythology does. Joker doesn't get any of the special stuff the mythology gods have. It's just what he gets in game.

Given that he is found inside Mementos, which is created by the minds of humanity, it makes sense to say he’s going to be compatible in power output to his mythical self. Obviously he doesn’t get all the hax of every god he could best as a Shadow or Persona, but he should stat scale to them.
The thing about it is if he gets scaling from the "real" thor from mythology which is where the wank begins. Like, it's why Ben didn't want to scale in the first goku vs superman. Does joker somehow scale above everything just because of Thor's power? You'll get this type of scaling with azathoth, Adam kadmon, and satanael just because of their mythology counterpart which is wildly inconsistent with the game. Like, joker isn't above reality and can still be hurt by mundane things.

Best wank I can see helping Kira is giving him both BTD and SHA. He's a salaryman, not a fighter. KQ is close range only and BTD has to be given to someone that would blow Kira's cover. Plus it doesn't really count as permakill since it just reverse time enough for everyone to forget who he is. SHA would be his best chance since it's automatic, has a longer range, and could tske punches from SP and CD without a scratch.
Oh yes, BTD's time rewind makes Kira forget everything too. So a Ben vs Hal style ending won't even work.

MM is the team mom/telepathic wifi that attempts to form connections, and is like a Swiss Army Knife with a multitude of options for any situation and has one of the most versatile power sets in comics. Also, the older character has the older stereotypical color of aliens (green) while the newer one has the newer stereotypical color of aliens (grey)

But someone dodging lightning during it's travel time from the Earth's atmosphere, to the ground, without knowing it's trajectory prior is something else.
It's why Scout was fricking robbed when they somehow interpreted Tracer aimdodging because she saw a sniper rifle pointed at her as her dodging the bullet. That shit was ridiculous. How the hell did they arrive at that conclusion?

Bowser tanks Universal resets which Mario scales to; Base form Mario beats Dreamy Bowser who had powers of/powered by Infinite Dream Worlds/ Dream Depot that are at least universe sized; Mario beats Culex which holds entire timelines in his hands and is referred to as the "Master of Time and Space"; Mario is also a star child (which implies at least star level) but also which Kamek states to Bowser in the game "with seven of the star children we can take over the universe".

I found out Bionicle characters may have FTL combat speed. The sad part is that this isn't "Dodged a pew-pew" moment.
There was a part where the characters kept up with a guy who was able to turn into light and explicitly move at the speed of light in that state. They kept pace with him while he was in said light-state.
Actually, Bionicle might just be one of the biggest examples of "Setting was way fricking stronger than I thought."
