Dio is stronger but his attacks don't have crazy scale and being stronger ultimately shouldn't matter against Alucard. One kill is one kill and he has millions of backups barring going level 0 and even then he's still pretty tanky.
Dio on the other hand, while having an annoying ability, is still vulnerable. You pop his head and he's dead per his own admission. In an actual fight he is the sort to get wienery and that would probably result in his head getting popped like a balloon by Jackal. Alucard just needs to get the right kill once while Dio in the usual circumstances needs to kill him millions of times. All the while having to deal with Alucards other bullshit or fricking with him like becoming intangible, feigning death, having familiars pepper him from all sides to frick up his attention, etc etc.
punching a hole through alucard might not do much to make him spend a life either. you have to stab him through the heart with a rod or staff or something to that effect but even in level 0 he was missing his chest a few times and he was fine

If it were the P3 MC with The Universe who completely no-sold something that completely dominated humanity's will (Yaldabaoth is humanity's will) then GER would get stomped, but it at least stands a chance against Joker I guess, but the stats otherwise on Jojo characters are a lot lower than Persona.

The core of requiem stands is stated to be that they control souls. That's how Silver Chariot Requiem works, and it's how GER works. It is the original purpose of the Stand Arrow. It is really one of the few things we know about GER's abilities, so it's important.
Yaldabaoth is formed by humanity's desire to be controlled, and so that's what he does. That's also stated in the game.
Nothing in his stand stats says anything about controlling souls. It merely states he controls the actions and will of his opponent, specifically by reverting them to zero. He can't make them desire anything different or control their thoughts. To say its the same ability as Yaldabaoth is a stretch at best.
I don't think we can ignore the other information we get in the story about why the stand arrow exists and what Requiem actually is just because the GER blurb doesn't mention it. The stand description fits well enough with this prior information gives, so I don't think there's any reason to doubt it at least. Really the GER description is so vague it's kind of a joke, and bringing it into versus discussions is awkward because we have no idea what its limits are. Like, what is an "opponent"? If Freiza destroys the earth without even knowing Giorno exists, what happens? We also know it didn't prevent Pucci's time acceleration so there are a lot of questions.

I'd say Kong still has more of a legacy. Almost every giant monster can be traced back to him and the Lost World from '25
Kong was first he was also absent for most of his 90 years. There's a lot that has been written about the subject about why and how it happened that it became Godzilla's genre.
