If there was any consistency, J'onn should win, because the feat they used to get Raven to resist Phoenix level telepathy was mindfricking Superman who had "multiverse level resistence" and J'onn has effortlessly mindfricked Superman about a dozen times. That's not even getting to feats where J'onn has put the mind whammy on guys well above Raven like Specter and Mr. Mxy.
And it's not like Norrin is a particularly gifted telepath. He fell to mental suggestion from Loki, from random anti-Dracula cultists, and his best telepathy feats are
1. Falling under the thrall of the Goddess for about 48 hours until he snapped out of it, then Moon Dragon slapped him with a psychic bolt that made him fall to his knees stunned.
2. After a thorough mind probe by Thanos, showed some resistance, causing Thanos to say he was being too gentle with Norrin and telepathically raping him the next page.
Norrin is not a psychic warrior. His best feats are "I offered a little resistance to these high level telepaths" while J'onns best feats are "I've broken through the telepathic defenses of 4th world super weapons, the wrath of God, 5D imps, etc."
It's not a stretch at all to argue that MM can, at the very least stun Norrin with telepathy long enough to kill him with his Superman physical stats. An extension of the Other was able to put Norrin on his knees for a about a minute until a pep talk gave him the strength to resist. That's a good parallel to the kind of telepathy MM is putting out as a low ball. A high ball is making MM's telepathy equal to the entirety of the Other. Consistent scaling is making MM's telepathy greater than Norrin's entire setting. So at the very least MM can pull off "psychic stun into Superman punch" and do it before Norrin can his own wincons out.

Not to mention weaker characters than Satan, like Zenon, have distorted spacetime and created portals. Amon walked through Zenon's spacetime frickery in his eponymous series in order to reach Satan's dimension, or something to that effect.

I can't think of WOG doing this, but I can think of times where a power-up was introduced to allow a character to do something people originally assumed they could do without a power-up. Which feels like a downplay to me.

Yes. Norrin on the whole has wayyyyy more powers than MM, and MM is a swiss army knife character. But the caveats are:
1. J'onn can mitigate being turned into oreoes by absorbing mass from the environment and turning intangible. While Norrin should be able to "adjust frequencies" so that his energy works on whatever planet of existence intangible MM occupies, he wont' be able to do it instantly, meaning J'onn can survive an alpha strike.
2. (Esoteric, might not be considered) Nu 52 gave J'onn several "sleeper agent" clones of himself on Earth that he can telepathically activate. If Norrin turns him into oreoes, he might have to still track down and kill J'onn's telepathically linked clones.
3. (Esoteric, might not be considered) Silver Age MM's shapeshifting was so comprehensive that he once transformed into a copy of pre-Crisis Superman with all his powers including his impressive resistance to reality alteration and cosmic energies. HOWEVER, shortly after he pulled this trick, J'onn was exposed to gold kryptonite, which robbed him of his Kryptonian powers or even the ability to regain those powers by shapeshiting back into Superman. The writers probably understood how broken it was that MM could just turn into Superman whenever he wanted to.
4. J'onn's telepathy is straight-up on the level of beings above Norrin. He's on the level of the mind gem, and Loki, and Galactus, and the Other, and all the various beings and forces that have made Norrin go AHHHHHHHH. Telepathically speaking, he exceeds Norrin in raw power, in breadth of abilities, and in experience. He should be able to mental block Norrin's lethal moves or create a telepathic illusion that Norrin would direct all his power against and waste.

Who does Norrin even have? I've seen Metatron, Galvatron and Whis for him. 1 is the best out of these options, 2 is just Megatron, and 3 has zero shit.
There's also Dr. Manhattan and Captain Atom for DC, but those are generally as bad as MM except for superficial appearances. I'm going to agree with that other anon: if Surfer had to fight a DC, it should have been Lobo. Hell, you could even condense the theme down to "space travelers".

I didn’t see anything wrong with it. They didn’t say “GUTS WILL IMMEDIATELY DIE TO ELECTRICITY”, they just said that the two giant hunks of metal he lugs around were good conductors and would lead to him getting stunned by the lightning.
Not really he’s used Dragonslayer as a lightning rod before, and Ganeshka fricked him up pretty good when his lightning connected.

Rocket vs Stitch was the only great match so far
It was the only one that was straightforward good, yeah. Hank vs Ray was okay, but it's boring. CU vs DB put some guys that should be street level at multiverse level. Misaka vs Killua was a headscratcher in terms of booking, and a stomp in terms of fight. Vader vs Obito was okay, but them going back on their past verdict was weird. Raven vs Phoenix was a shitfest. Guts vs Dimitri was a shitfest. MMH vs SS is a baffling choice.
Of standard length season its either this or season 7, but at least season 7 had Wally VS Archie Sonic mayhem so have to see if S10 brings any crazy matches by the end
Well, they have 6 fights to pull one of those out of their hat. We already know 2 of the remaining 8 are poll matches. We're pretty sure one of them involves a Pokemon, and maybe one of them is Chief vs Doomguy. Not looking good.
Oops, on reread, this post is unclear. We already know 2 of the remaining fights are Alex vs Cole and Pony vs Bill. Of the other 6, the season teaser had a Pokemon and possibly Master Chief's silhouette. There was a match with stock footage of old men playing chess in that teaser too.
