I think it's dubious as to whether the "part of Arceus" is the plate or the Arceus avatar itself, because in israeliteel of Life it does refer to the plates as "part of itself", but its only dex objective is "Received a part of Arceus", which given the nature of the other dex objectives in PLA moreso implies the avatar is the part.
But even if it was just the plate, PLA still shows that Arceus can make avatars of itself (as seen in Eternal Battle Reverie - which the player accesses by falling asleep but the rewards for completion are tangible in the real world, plus the "dream realm" is identical to Arceus's own from the PLA final fight) and the literal intro of the game has that glowy light version of it, in its "own realm beyond time and space".
Oh, and in the real world you can also just go back to the top of Mt. Coronet, call Arceus up on the Arc Phone and redo its final battle with your own Arceus against it

Actually, wouldn’t leaving the world -regardless of if Creative/CC is allowed - leave him open to get trapped or blown up? Assuming we’re using MC log in logic here, he’d be in the same place he left when he returns, meaning that Steve could entrap him in obsidian or set up a red stone rigged explosive for when he returns.
This is something that’d exist even if it’s just base vs base, since I doubt either of them would be rocking their strongest loadouts at the start of the fight, meaning that giving Steve some alone time would allow him to head to his base and properly gear up.
I think the fight works better that way honestly. Steve realizes that he can’t outmuscle the Terrarian, so instead he opts to outsmart him with contraptions and buildings. Sand traps, obsidian walls, potion debuffing, etc. I think that works better as opposed to a straight on brawl or godmode fighting.
The Terrarian just instantly drills away anything Steve builds, anon

Well, the Command Block isn’t exactly craftable, but in Story Mode it does just kind of exist in the world. I’m not sure if Steve stumbling onto it in the middle of their fight and using /gamemode creative to get a leg up would count as outside help though.

Alright, and now, how does he obtain it?
Well like I said, in Story Mode it just existed in the world randomly. It didn’t need to be crafted or anything like that, it was just there. I could see Steve finding it while trying to avoid the Terrarian, and using it to give himself a buff. I don’t remember if it could be picked up or not though, if it can’t then Steve would have to constantly run back to it in order to get more weapons, and when he’s not around it’d be vulnerable to being destroyed, since an amped enchanted item could btfo the CB.
Only issue is that I’m not sure if you can apply SM logic to regular MC logic. They both operate the same way of course, but Steve doesn’t show up in that game, as far as I can remember. Basically, if Story Mode logic is applied, Steve could potentially get Creative and certain buffs. If not, then he’s flat out of luck.
An entirely separate character - Jesse - gets the Command Block in story mode; I don't think they'd give it to Steve, just because another character managed to find it in their world. Like,Steve doesn't even exist in Story Mode, from what I've been able to find?
The equivalent would be like giving Ash an all-uber team of legendaries he never encountered, because he COULD theoretically find them in his world, or giving some random Marvel character the Infinity Gauntlet because they shared a room with Thanos once.
In regards to sealing Terrarian inside of an unbreakable block, this would deal suffocation damage, and could potentially kill them, but the Terrarian has the means to teleport out via Rod of Harmony, or Bottomless Bucket of Shimmer to render themselves intangible/fall through the world until they hit an empty pocket of air (This effect cancels @ underworld level, so i don't think it could confirm an Out of Bounds kill, against either party)

If you're wondering if Steve could pass whatever trials Jesse faced to get a command block himself, it sounds like he just stumbled upon it by pure luck? In which case, strength and capability would be a non-factor.
I personally wouldn't accept "Well, Steve ALSO just stumbled across one by luck", because I don't think you can randomly generate a minecraft world with a CB in it. Does Storymode establish a precedent that you CAN gen a world with a CB in it? Well, sort of, but it's a statistical outlier, and relying on it as a wincon is showing favouritism - you know those episodes where Boomstick and Wiz go "Character X could SOMETIMES beat Character Y, but in the majority of the fights Y wins?" - yeah, that would be the case here.

If you mean base MC Steve, then no. Jesse is way better. Outside of Creative Mode, he’s basically got everything Steve has and more, like a sword that’s powerful enough to break command blocks, armour that can protect him from a Wither Storm, flint and steel that allows him to transport to different worlds with the proper portal, a gauntlet that allows him to harm The Admin, and a bunch of other stuff. He also rubbed shoulders with MC YouTubers. I don’t see Steve stealing it from him after the events of the portal shenanigans.

That would get boring, because both are unkillable in their cheaty states - Steve can only be killed by Out of Bounds shenanigans, and Terrarian has his own god-mode (I've tried to look up if anything can kill in Terraria god-mode, but haven't found anything). If they use these states, then the outcome would be some moronic homosexualry, like Steve using x1501 MFTL to make a red-stone computer that can allow him to access the ~code of the universe~ and delete the Terrarian, or some moronic Swanslop

If the fight DID have that sort of context, and Steve's player was able to access console commands, while Terrarian player.. didn't serve any purpose, then people would accuse favouritism - you're literally developing a meta-contrivance for Steve being able to use the Console.
Further, having both characters being controlled by literal randos devalues the weight of the fight - it's no longer two iconic characters fighting to the death, it's two nerds puppeting them.

If they didn't give console commands to the Dragonborn - who could technically access it himself - I can't see them giving it to Steve, who requires a player.

Bill very well might not know of any way to reliably kill Discord for good, given the lack of foreknowledge allowed per the rules, whereas, as having potential access to the Bewitching Bell establishes, Discord can very easily logically deduce "hey, this guy's using magic and is *probably* vulnerable to losing it somehow."
Not to mention Discord having his eye gouged out is less of a problem than with Bill; he's turned himself to stone and shattered himself, for a case without the EoH involved.

I have been getting into GloryHammer a lot more since their last album dropped, and it had got me thinking it would be awesome to see a Death Battle using the Mighty Double Wizard Zargothrax: Master of Nightmares, Keeper of Celestial Flame, Wizard King, Chaos Incarnate
Zargothrax is the main villain of all four of GloryHammer's albums. He started off taking over the Kingdom of Dundee using an army of Undead Unicorns. After being beaten once, he was imprisoned on the frozen moon Titan for many generations.
When he came back he conquered again leading a cult of Chaos Wizards and opened a portal to another dimension called the Terror Vortex. In that dimension he reigned supreme, took control over Grandmaster Proletious and the Knights of Crail with the Knife of Evil, making them join his army of cosmic goblins, and he achieved near omnipotence by performing a ritual at a solar conjunction before he was stopped.
He appeared to be defeated again, but when his body dissolved into liquid dust he actually sent out a signal that fractured the dimensions and awakened Zargothrax Clone Alpha One.
So far he has only been defeated by divine intervention, the height of his power so far is in Maleficus Geminus where Zargothrax Prime fuses with Alpha One, becoming the prophesized Mighty Double Wizard Zargothrax, wielding both the Knife of Evil and the Vorpal Laser Blaster of Pittenweem.
So, who would make a good opponent for him?
The Painkiller, maybe? The problem with Zalgothrax is that the highest thing you could really scale him to is the Hollywood Hootsman's ability to destroy the Earth with his suicide attack. Everything else is maybe island level at best.
He didn't go to Asia to shoot at Kong, he was there looking for Mechagodzilla until he felt the radiation spike from the Hollow Earth and instantly started blasting his way down to it.
Hootus Dei Hootsman would be much stronger than Hollywood Hootsman, and that version of Hootsman still needed to combine his power with Angus and the Hammer to defeat Zargothrax in the Fires of Ancient Cosmic Destiny, and even then the victory was incomplete because Zargi had his subspace relay prepared to awaken clone Alpha One.
I don't know how Wasteland Warrior Hootsman scales to Hootus Dei, but he along with Hermit Ralathor, Grandmaster Proletius, the Robot Prince of Auchertool, and Angus all together were completely powerless against Double Wizard Zargothrax.
Defeating the Robot Prince of Auchertool must also mean that Zargothrax could either tank or dodge lasers, and he also has to be above or relativistic to characters who can survive or dodge enchanted lasers because he was using the Vorpal Laser Blaster against the heroes in that final battle.
Why would he be much stronger? He declares himself the "one and only true god of this universe" in the worst few measures of music Gloryhammer's written, but he was the only major source of opposition to Zalgothrax minus Angus McFife. Statements without feats backing them up don't carry a lot of weight. Even the example given, that he can tank/possibly dodge lasers, is horribly vague. It could mean that he can move faster than light, or that the Robot Prince of Auchertool is a terrible shot.
The real winning strategy would be to try to get Wizardthrone scaling in there somehow.
Hootus Dei Hootsman is the Hollywood Hootsman after surviving the explosion and the interdimensional vortex and then gaining the power to travel through space and the dimensional rift by his own power. In the 3rd album, Ralathor and Proletious are new versions of themselves but Hootsman is absent for most of the album until the version of him that comes back for the final battle is the same Hootsman from the 2nd album who has gained significant new abilities.
Robot Prince being a terrible shot when battling Zargothrax would be horribly inconsistent because he successfully blasted through Alpha One's defenses going into the cryogenic chamber.

Did they scale Ash to 2-B for defeating Darkai in Sinnoh? Nope. It was an 'outlier' but the 2-B Lucario wasn't an 'outlier' and the Movie Darkrai wasn't an 'outlier' and now they have no issues giving Ash 2-A and Infinite Speed via an outlier.
