Alucard's crazy regeneration means he can get away with lacking good counters to Makima's contracts, but Angel devil has the ability to syphon years of life from people and use said years to create weapons that get stronger the more lives they take, with this particular ability Alucard's extra lives become a huge power boost for angel's ability.
Also her regeneration, while more vulnerable to disruption than Alucard's soul regeneration is frankly more "efficient" in the sense that she doesn't burn a life every time she dies, instead Makima transfers her damage in the from of misfortune and illness. So while she may kill one citizen of Japan in a car accident others might suffer debilitating and terminal illnesses that won't kill them Inmediately (also Even if we take her contact as literal extra lives She has way more than Alucard). Not to mention that shit like the ocean of blood would help Makima heal without using her contact, and the level 0 army can be countered by Makima's own zombie army thanks to the zombie devil.
Makima's could be bypassed if she gets completely destroyed but alucard lacks the firepower to completely obliterate her body in one single attack, and CSM devils are different from the monsters of Hellsing do sacred bullets won't be as effective against her. Not to mention that when Makima realizes her advantage she could end the battle by controlling alucard and forcing him to give up his souls with a contract.
