There was never a doubt that Mark took the advantage in physical speed. In MENTAL speed, however, they’re even, and with Luke’s level of psychic hax, that’s all he needs. Luke COULD snap Mark’s neck in battle; it just sounds more impressive for Luke to teleport lightyears away and do it from another planet.

Travel speed =/= Combat speed. Luke can literally react within less than a nanosecond in combat, while Viltrumites like Omni-Man had to force mid-tier speedsters like Red Rush into a predictable path in order to catch them.

Cecil didn’t have the ability to instakill Mark like Luke does tho; only stun him. Also, Luke can use Shatterpoint to locate Mark’s sonic implant, then use Mechu-Deru to activate it and stun him. He doesn’t HAVE to, but it is an option to disorient him to make Luke harder to hit.
The “travel speed no equal combat speed” argument doesn’t hold a lot of weight when Viltrumites regularly use their travel speed in combat, both for invasions and when they’re fighting each other. So, dumpstering that point. Also

Ollie is like a god of archery he's so impossibly good. But every other stat is relatively meh. Clint is a polymath and highly trained and experienced fighter in various styles with various weapons. In any situation that isn't just spamming arrows at each other, he beats Ollie. Ollie's main wincon is his incredible trick arrows being too wacky for Clint, but he's dealt with some crazy shit. It's not controversial, and the general consensus on the rivalry debate for decades.
