He's a blank, meaning he has no soul. To a human he smells like shit and looks ugly. But to a psyker he is a living black hole that sucks out psychic powers which disables every supernatural element nearby. Pyskers have seizures and shit themselves when they are around a blank.
What's the downside?
There really isn't any. While sure, they can't interact with the warp in any meaningful way or use any psyker abilities (even if they were trained on how to do so), it's generally just beneficial since 1. Psykers (even those of other races like Eldar) can't mindfrick you, 2. Demons can't possess you or use your soul as a portal into the materium, 3. You could technically travel safely through the warp and be safe since it won't rip apart their souls
They're a beneficial thing but counterbalanced by being extremely rare, like 1 in every trillion or so
also to add, its not just their minds/souls that are untouchable, they have a field around them that just deactivates psyker shit including blasts, telekinesis, and even tyranid telepathy, meaning they're extremely valuable to have in units fighting demons and such. Like, the presence of Blanks are so harmful to demons (who are made of warp energy) that they'll literally flee back to the immaterium to escape
The downside is that normies lean toward disliking you by default
