Because villains breaking the law is bad.
Listen, we can have Slade Wilson drop a chemical bomb on Bludhaven that kills half a million people, but having consensual sex with a 16-year-old bawd is WAY over the line. Nobody is that evil.
You got to remember that was Geoff Johns trying desperately for people to realize Slade wasn't a good person and he still recieved major pushback against people who was used to anti-hero slade.
The only thing Johns did right during his Titans run was not pretending that Slade was misunderstood or an 'antihero'.

Holy shit have a nice day. I can't believe I share a board/site with the likes of you. Absolute trash.
To be fair, Slade was firmly an anti-hero from 1984 through 2003.
Huh? What are you talking about?
They didn’t retcon it. I forgot act, Deathstroke’s last series reinforced it!
They took the easy way out by saying they only made out.
DC never rectonned it.
Shhhh, don't let facts get in the way of our outrage over woke big brother!!!!!!!
Yes, they tried. Rebirth era Deathstroke emotionally manipulated Terra but didn't actually sleep with her. Priest said in an interview he didn't want to remove it but editorial said to.
It had to have still happened.
No way would Terra come up and mog Rose by asking her if she was still a virgin (unless she porked Rose dad herself).
The scene I posted was published after Tara said that to Rose. Which lines up with DC editorial getting cold feet mid arc.
Because lots of people are moronic and couldn't comprehend that both Slade and Terra were evil and interpreted Judas contract as Slade manipulating an innocent little girl and raping her when Terra was always evil. Not saying what Slade did was right/ok, but the story was about Slade blaming the Titans for his son's death (when it was probably his own fault) and wanted to carry out the contract his son took and figured the easiest way to destroy the Titans was with a mole gathering info from within.
The idea of someone who isn't even legally an adult yet being irredeemably evil without manipulation is a hard sell
Which other minors did Slade tap?
Becuse he is a popular character that ussualy sells good, thats why they made him a semi anti-hero.
They dodn't want any controversy.
