He was not. At least Pratt put on a mild accent and reacts when necessary to what's going on in the scene. Rogen just talked with his normal voice, it was almost always flat, and he mocked the concept of voice acting during interviews when it was brought up. He barely emotes throughout the film, his performance has no nuance. It is the worst voice performance in the movie hands down.
Saw the movie a few weeks ago. Surprised at how much I preferred his performance over the high-pitched voice. Pratt provides a good mix between the Brooklynite Mario and the Bing Bing Wahoo Mario.

Some scenes were better than others an the commercials set a low bar so I didn't think it was all bad. Luigi was the real voice winner in this movie.
For me Luigi was just Charlie from Always Sunny whenever he opened his mouth.

Nah, it was a bad casting from the start. The whole movie was nothing more than an afternoon killer for a parent and their kid.
