Is how children and invalids view the world. The 'joke' is essentially a mockery of how fools view justice. Where intentions don't matter and draconian punishment is dealt based only on actions committed.
Another thing it illustrates is that people don't take others perspectives. The PPG's didn't see everything that happened to Rainbow, they only saw a monster go on a rampage. The viewer occupies a special position and gets to see the entire picture of circumstance and intention. So when Rainbow gets thrashed at the end we see injustice, but from the PPG's perspective a fair retributive punishment was meted out for Rainbow's actions.
