I'm pretty sure the CB operatives discuss fairly early on that they expect to be taken down eventually and signed on knowing that it was going to end that way for them, just not that quickly or under those circumstances.

No, some people knew but it was on a need to know basis. For the most part none of them knew in S1 because that wasn’t their goal. Their goal was to unite the world it to a state where large scale conflict wasn’t constantly brewing. It was only after they did that in which the next steps became obvious to the ones it needed to be obvious to. Tieria always knew about the concept of Innovators and that he was an innovade. Basically, it was just a concept that the crew vaguely knew of. The plan was always multi stepped but it was something that was revealed as they progressed so as to protect the full plan from being hijacked hence why Alejandro and his family would always eventually fail.

Not really no. You can knock 00 for a lot of things, especially the 2nd season but to say it wasn’t planned out from the beginning is pretty ignorant considering the themes of the show and the end goal perfectly line up with there being very few if any dropped plot threads.
I think Aeolia believed that for his plan to truly have worked, Celestial Being would have to be destroyed or at least disbanded. Celestial Beings’ existence is a testament to the world’s ills so any world where they continue to exist is a world that can’t make its own peace. I think Veda would probably want it to be secretly dissolved while Aeolia sees the death of it and the gundams as peace keepers as the true end goal.

He set up the base plan and created Veda to do all of the heavy lifting and planning based on his directives. He didn't even plan on the Gundams being giant robots, that's just how they ended up based on the evolution of war and combat in the centuries since he was alive.

Now this is actual headcanon. Setsuna is even the one who activates the long distance teleportation to their world. And it's confirmed it can teleport shorter distances like the 00R which never needed VEDA, in fact the 00R was specifically cut off from VEDA.

Do you have any idea how insane it would be if a person like Aeolia was real and actually succeeded in what they tried to do?
They'd be the stuff extreme conspiracies are made of, and literal wars would be fought in his name. Not just one tiny powerful faction that keeps him mostly a secret. Information control and supression would likely never succeed to the level that VEDA wanted, and people's insecurities would make some turn him into a cult like figure while others would want to wipe out his cultists. Criminals would gain access to his tech eventually and cause even more chaos, enriching mafia groups of sorts with loose ties to any world governments. It wouldn't eradicate war, it would make it that much worse and that much more sustainable until maximum damage ensues.
Literally about the only thing that would stop it would be the actual aliens showing up. That's when we might finally see humanity unite again and finally work together in a meaningful capacity. And if we won? The time following that would be the most peaceful.
Humanity is a deeply selfish and depraved species. We're capable of being better, but that doesn't mean we will be by default. Aeolia's plans were not even close to large scale enough to work. He's need to actually be an active figure with a large nation to even begin to gain that level of influence, and he'd rightly be seen as a tyrant if he tried. Just another Gihren Zabi type, only one who claims science to be on his side.
I think your missing the fact that Aeolia was a pretty large figurehead during his time and the Solar Wars were partially fought in his name in the beginning as he was the main one forcing the restrictions onto the world. There wouldn't ever be the chance for conspiracies to form, or at least not in such a way that he'd gain a cult following nor be seen as some kind of tyrant who was trying to rule the world. Veda and the plan worked because they explicitly took into account humanity's nature and history. You forget that there was still an ongoing arms race and the only criminals who were able to get their hands on GN tech were the Coroners and even they had to keep it a secret until the right moment because Innovades didnt hesitate in killing people who knew too much. The only reason Aeolia's plan wouldn't work irl is because that'd require the world as a whole to agree on something for even a moment.
Not to mention they only got GN tech because a Ribbons defected and supported Alejandro, presumably hiding the info from Veda and the rest of CB until he could take control of Veda
Aeolia wasn't a figurehead in the solar wars. They started in the middle east after Aeolia achieved his goal of stamping out alternative power sources and the orbital elevators were already built or almost built, allowing the major economies to become energy independent causing economic collapse for oil exporters, especially the middle east. Setsuna's background is directly related to the wars.
