Disney will do everything in their power to keep casting the same safe actors over and over again until they run them into the group before taking a chance on someone else.
The fact that the MCU has NEVER done Beta Ray Bill has always felt like a red flag to me. I can just imagine some stupid suit at Disney going "that's stupid, people will never accept it" when anyone with an ounce of knowledge about what Bill's like knows that general audiences would eat him up. And hell, what's more outlandish about him than about, say, Rocket Raccoon?
I'm pretty sure they've test cast, or at least considered a lot of actors. They might be waiting for someone to really stand out as 'this is actually the dude' not just looking for someone that simply looks ok cosplaying.
What is Disney thinking? They have given too much power to Kevin Feige and now he only looks for the most expensive actors who will ask for the most exorbitant prices. Nobody cares about the actor, but about the quality of the movie and if the movie respects the comics. And Adam Driver? Whoever suggested Driver and Robbie should be fired on the spot.
