Guilt by association. Now that Disney comics publishers have been forbidden from reprinting stories with these characters ever again, I wouldn't expect them to appear in this in any capacity.
I don't think any of the hybrid film characters will appear, but then again it was mentioned theme park characters were slated to appear.
Probably the only theme park character to appear is Figment, and because he's getting a feature film and it might be announced by the time this short officially releases

Probably depends on the characters. For most of them, they'll probably just use whoever the current voice is, like Jennifer Hale for Cinderella. Genie is very specifically Robin Williams though, and even though you've got Dan Castellaneta doing a decent job, people will be able to tell, which warrants digging into the archives. That said, I doubt even a third of the characters that end up appearing will speak.
My guess is with the amount of returning VAs and the confirmed use of archive footage that they have one speaking character role for each film, even if for a second, and only the mainline Mickey characters will get a few more lines in

Disney does not deserve Kingdom Hearts. For as flawed as it is, Kingdom Hearts is too good for Disney. And the sooner they cease to own it the better.
