Technically anon is right; botanically it’s a fruit in the weird way that tomatoes, cucumbers, and green beans are also fruit. Seeds on the inside = fruit.

bellpeppers botanically speaking are not fruits, they're berries.
Overcooking vegetables will destroy some of the vitamins, making them less nutritious.
If you only eat them as something filling, or just want the fiber, you can cook vegetables to you hearts content.
If you still want as many vitamins as possible, but also want them cooked, you should either steam them, or if they're frozen, heat them in the microwave or on the pan just enough so that they thaw, and get a bit warm. Adding a little bit of water can help thaw them faster, and without overcooking them.
In the case of broccoli, if the stem still has a bit of crunch/snap to it, it has retained most of the vitamins.
Berries are a type of fruit. Not all fruits are berries, but all true berries are fruits.
I just put them in a bowl and pour hot water meant for coffee on them that way you can eat the vegetable and drink the tea water broth

It's definitely a thing in fine dining to make sure veg are cooked as little as possible. The only time you get soft veg are if they're pickled.
