It could be about some inner turmoil or a horror about existence, or it could be "hey look I painted an apple". The only thing that I would say doesn't quality as art, is bullshit where the "artist" farts something out and claims that it's up to the audience to interpret it, because that's clear just selling snake oil.

A scat artist might be able to transform his porn into a poignant political comic but those not into scat will not be as forgiving.
