I’ve often wondered about pic related, does the author imagine them as Japanese people who developed into a European, magical steampunk society? Or are they actually German/danish/Belgian? Wasn’t there a movie where they actually went to nazi germany? Does that imply the country IS European and roughly based in Germany? With the Scandinavian country to the north? And who are the Arab people they go to war with? The “Chinese” characters are said to come from the far east, so it does kind of make sense

I tried watching FMA:Brotherhood with my Chinese roommate in college, and it was such a mindfrick finding out he saw the characters as asian. Even though it was clearly set in faux-Germany / faux-France, with blond characters, etc.
That’s kind of the beauty of anime, it allows more people to empathize by imagining themselves or their people in the main role. Similar to how anime faces are seen as attractive, yet they’re basically featureless.. your brain fills in what it’s used to seeing. So you can tell ethnically influenced or specific stories.. but they can be enjoyed anywhere. It’s one of the main reasons anime is enjoyed around the world

Happens a lot in reincarnation and Isekai settings. Character is non-descript resident of Tokyo, same character lives in fantasy not-Germany and is regarded as just another person there.
Sailor Moon is a famous early example of this. Usagi is a reincarnation of a space alien where her moon kingdom is very not traditional Japanese, but she looks exactly the same. The closest there were to white people would most likely be the Fire Nation with Russian influences, albeit minor as it was conjoined at the hip with Chinese and Japanese influences. Water tribes are Eskimos and northern peoples of Siberia, the Air temples are Tibet and other heavily religious people, and the Earth Kingdoms are all over the place. India, bits of Egyptian and Chinese influence in architecture and culture. You could reasonably introduce pacific islander culture into just about any of them as well.
It takes place in a fictional world that Europe and Asia don't exist in. I frankly don't care what they are as long as they aren't black. I've seen fanart interpretations of the characters being white, hapa, and Asian and they all looked fine.

My girlfriend wanted to watch this show with me, I had no interest in it prior. Just finished it and I think it has to be the most overrated series I've ever watched. There's zero stakes, they fricked themselves by it having to be kid friendly so pretty much NO characters were at risk at dying or being seriously injured. The fights aren't violent and are mostly just people getting knocked over despite being able to crush people with rocks or be burned alive. This is all despite of course a war going on where apparently a bunch of people are dying (which we also never see lmao). They didn't even have the balls to kill Zuko in the last episode despite him taking a full load of lightning.
The only thing it had going for it was the top notch animation.
