For me, personally, I think the emperor was the last samurai when Cruise handed him the sword. Doesn't matter if it can be plural. It was supposed to be a spiritual thing and a way of life. When Cruise handed the Emperor the sword, he turned him into the last samurai. Ensuring their way of life and philosophy would not die.

in the book he returns to pick up his new wife and his wife's son and takes them back to live in the city he then spends his days boinking her and teaching the young emperor about Katsumoto and his best friend (in the book) Ujio who he regarded as the strongest Samurai.
