Lotso was obsessed with having the favor of children, and set himself up for an eternal cycle of play with a revolving door of kids.
Pete was hardened by a lifetime of no one wanting him, and wants nothing to do with the standard toy life cycle of store shelf to landfill. He has no perspective on the positive side of having a kid in his life, and chooses self preservation through the museum.
Being afraid of being abandoned or destroyed is one thing, causing others to suffer with you is another.

It wasn't until the 1980s that collecting (and preserving) toys became big and mainstream, and it was mainly things like Transformers and Star Wars that jumpstarted it, toys before then were far too similar to dolls

He has a point though. Superman was massively popular back in the 30's and 40's with vast amounts of merchandise which is very difficult to find these days.
A further point you may find interesting Action Comics #1 had a sweepstakes page where you were supposed to color and then tear out and send to their office to win a prize. That happened to be the back side of the last page of Superman's story.
Comics were supposed to be read and thrown away back then. Which was fair enough since it was over 60 pages for 10c ($2.20 today) and could be found at any newsstand. Now they're charging at least $3.99 for 22 pages of content. No wonder western comics are dying. It's a total scam
