It wasn't until she started doing things like gain a crush on Cartman, dump Stan, and be a complete hypocrite when other girls get more attention than her did she become interesting. Otherwise she belongs in the background like the rest of the nobodies.
It was a call back to when his mother declared war on canada in the movie, although the difference being Kyle never actually wanted a war or for nukes to be fired, that was Garrison's decision to deal with the problem. Sheila was actively out for blood though, and would have easily been one of the guiltiest South Park characters if it wasn't for Kenny's wish.
I like that episode where she and Stan tried to find out who manipulated the cuties boy list. That was an 11/10 Wendy episode and wish we had more of those.
I just realized that episode might have been a callback to the episode in Season 1 where Wendy and Stan try to stop Garrison from killing someone. Huh.
I think they completely wasted Natasha's role in that episode. Natasha should have played the Succubus instead. This episode was such a nothingburger, pun intended.
