I don't have a problem with it. It looks like they tried something similar in the 2019 Joker movie. At this point Joker has gone from effortlessly robbing mob banks to blowing up police headquarters and getting away with it. He has become larger than life. When he tells people Gotham is his city now they believe him and try to get the frick out. Probably he told his guys to forget money and just take what they want, Gotham is all theirs, and just like the civilians they believe him.
