Morbius is the product of a period of time in the late Silver Age, when the CCA rules had relaxed slightly on monster type characters, but still blocked actual vampires and other horror comic creatures, so he's "the living vampire". Within a few years the rules had relaxed further, and Marvel were publishing comics about Dracula, Frankenstein, zombies, Werewolf by Night and Son of Satan. Morbius has sort of bounced between the cape comic side of Marvel and the supernatural/horror side over the years.

Not just a bootleg von Carstein, but all the Marvel vampires now belong to feuding "clans" separated by stereotype as well.
Morbius is a hero/antihero turned into a vampire by science. Dracula is a villain and a regular vampire. The regular vampires don't care for Morbius, seeing him as some freakish facsimile of a real vampire.
that’s an answer to “why do these two vampire characters never do anything together”, but it doesn’t justify them both being there in the first place
CCA restrictions, same reason why Sauron is a pterodactyl instead of a bat. Can't have an actual vampire so you have a science vampire. Marvel's Dracula first appeared in their comic magazine line, which was basically a bit of rules lawyering to get around to Code as he technically wasn't appearing in a comic.

Marvel rarely remembers they have horror characters.
This series was pretty influential, had beautiful art and was arguably the best thing Wolfman ever wrote.
Outside of Blade's first appearance? Marvel doesn't know it exists.
